Tropical Storm Warning, but no Hurricane Watch?
With TS Lee so close to the coast, and the forecast to make it a very strong tropical storm in few days, shouldn't there be a hurricane watch put up as precaution? We have see how good the intensification models are recently, and this is very close. Too close to call? - HLG

It could be that Hurricane Watches trigger an entire set of evacuations which people don't want to deal with.

I understand that concern, but isn't that why we have a separate NHC to stay above those details, and just make consistent watches and warnings?
