Puzzling behavior from the NHC. The surface low is now clearly visible just north of the DR. Haiti will be in tropical rainfall again soon. (fifth time this season). However, even though the second STDS (Special Tropical Disturbance Statement) on this one system (record?) came out, the High Probability Tropical Formation aleart went down to a MEDIUM! HUH?
